Casey Murray is a Founder and President/CEO of D-BIR. With more than 20 years of experience in strategic planning, operations data management, and budget analysis, Casey has built a career on turning complex data into clear, actionable direction for federal leaders and organizations. Casey joined D-BIR as a Partner in 2021 and stepped into the President and CEO role in 2026, bringing a hands-on leadership style rooted in strategic planning, business development, and a deep commitment to client mission and measurable outcomes.
Before founding this chapter of D-BIR’s leadership, Casey served as Director of Business Intelligence at Golden Wolf, LLC, where Casey built and led the modernization of the Defense Health Agency’s Integrated Data Environment and Business Intelligence platform. In that role, Casey managed a remote team of 20 analysts, engineers, and consultants supporting 15 active federal contracts across agencies including BUMED, DHA, NAVFAC, NOAA, and the VA, and established the enterprise data governance standards and cross-functional partnerships that continue to shape how those organizations operate today. Earlier in Casey’s career, as a Senior Data Scientist at NIKA, Casey developed executive dashboards and analytics tools for government and commercial clients, including a Power BI solution used by the U.S. Navy’s Bureau of Medicine and Surgery to guide capital improvement investment decisions.
Casey holds a Master of Science in Business Analytics from the University of Louisville and a Bachelor of Science in Business Administration and Management from Rockford University, along with Tableau Desktop and Microsoft Office Specialist certifications and an active federal security clearance. Casey’s approach to leadership is grounded in a foundation of service: before entering the business intelligence field, Casey served as a Petty Officer 3rd Class and Sonar Technician in the U.S. Navy. That experience instilled a discipline, attention to detail, and commitment to mission that continue to define how Casey leads today.

His background spans leadership roles in federal healthcare operations, where he led data modernization initiatives. At D-BIR, Diego leads strategy and client engagement, ensuring every project delivers outcomes aligned with federal mission goals.
